We use the term welfare to imply a beneficial action, a beneficial relationship, an undertaking to ensure the health, safety, and "walfare" of a recipient. The phrase civil servant means a person works for the tax payers. These tax payers, like their civil servants, may be city or county employees at the local level. A civil servant receives job security and a secure income. In return a civil servant has no right, duty, or privilege to profit from their civil service work. |

In my use of this term, "civil servant welfare" means a welfare recipient receiving money as a local government employee. As an employee this welfare recipient has ties with private businesses.
